Non-formal Children Education
General Questions
Who determines the admission procedure for non-formal children’s education programmes?
The procedure is set out in the Description of the Procedure, which is approved by an order of the Minister of Education, Science and Sport.
What is the amount of pupil‘s educational voucher?
- For municipal-level programmes, individual municipalities determine the amount of the pupil‘s educational voucher, up to EUR 25.
- For programmes implemented on a daily (in-person) basis, a student with special educational needs is allocated two pupil‘s educational voucher, provided that the student’s special educatonal needs are recorded in the Students’ Register Information System on the date when the application for admission to the non-formal programme is submitted. This amount of the pupil‘s educational voucher is not changed if, due to an emergency situation or other circumstances, the programme is switched to remote or blended delivery.
- The amount of the pupil‘s educational voucher allocated to municipal-level programmes that meet a national non-formal children’s education programme priority, as well as to national-level programmes, is EUR 25.
- Municipalities may set the pupil‘s educational voucher amount above EUR 25 if additional funding is allocated from the municipal budget to finance the pupil‘s educational voucher (excluding state budget grants).
Is pupil‘s educational voucher available for children of pre-primary and preschool age?
No. Children attending school from Grade 1 onwards may participate in non-formal children’s education programmes financed by the Ministry of Education, Science and Sport. Pupil‘s educational voucher does not apply to preschool and pre-primary-age children. Applications for preschool and pre-primary-age children to participate in non-formal children’s education programmes are not submitted through CPIS.
How many educational vouchers can a pupil receive?
One. If the child’s educational voucher has already been allocated to another programme, parents (or guardians), when submitting applications through CPIS, can choose which one group the educational voucher should be applied to. The child may attend another extracurricular activity using their own funds.
Where and when should applications for non-formal education programmes be submitted?
Applications must be submitted through CPIS in accordance with the admission plan approved by your municipality. Please follow the information published by your municipality.
How can foreign citizens submit an application?
Applications are submitted through CPIS following the standard procedure. Please refer to the application submission instructions.
Is it possible to submit a paper application directly to an institution providing non-formal children’s education programmes?
Applications must be submitted electronically through CPIS.
Submitting Applications and Required Documents
How many applications can I submit?
There is no limit on the number of applications you can submit. If you submit more than one application and an educational voucher is allocated to several programmes, you will need to choose one activity to which the educational voucher will be applied. You may still attend the other activities, but you will need to pay the full cost from your own funds.
Who reviews my application?
Applications are reviewed by the non-formal children’s education provider. During the review process, an application may have different statuses. If an application is returned for correction (status “Awaiting clarification”), the provider reviewing the application will use the comments section to request any missing or additional information. If you have questions about correcting your application, the information required, or its status, we recommend contacting the programme provider reviewing your application in the first instance.
What documents do I need to provide when submitting an application through CPIS?
Normally, no additional documents are required if all the necessary information can be obtained from state registers.
What should I do if I am unable to submit an application through CPIS myself?
Parents (or guardians) can authorise the non-formal children’s education provider to submit an application on behalf of the child.
What does the application status “APPROVED” mean?
The status “APPROVED” means that your application has been submitted correctly and meets the requirements. This indicates that the application has been included in the selection process, but it does not indicate the final outcome – i.e. whether the child has been admitted to the non-formal children’s education programme(s).
Can I edit an application I have already submitted?
While the application and amendment period is open, you can edit your applications by logging into CPIS. Please follow the information published by your municipality regarding admission dates.

If the contract between you and non-formal children education provider has not yet been concluded, you can update your details by logging into your account.

When and where will information about the pupil’s admission to non-formal education programmes be published?
You will be notified by email when the contract is ready to be signed, so it is particularly important to make sure that you provide the correct contact details when submitting your application. You can also check the information by logging into your CPIS account.
Contract Signing and Termination
How can I sign a contract with a non-formal education provider?
A contract with a non-formal children’s education provider can be concluded:
- Electronically, if you submitted your application by logging in through the Electronic Government Gateway portal.
- In person, by visiting the institution and signing the contract by hand during its opening hours. You should visit the provider with which you received an invitation to conclude the contract.
How long is the signed contract with a non-formal children’s education provider valid for?
The contrcat is concluded for one academic year or until the end of the programme group. The educational voucher is allocated until the end of the programme group, but not earlier than the end of the academic year. The allocation of the educational voucher is recalculated at the beginning of each calendar year based on the new annual budget. The educational voucher is also not allocated during months when the municipality does not provide funding.
What happens if I do not sign the contract with the non-formal education provider by the deadline?
If the contrcat is not signed within the specified time limit, it will be considered that the place has been declined, and the place may be offered to another child on the waiting list. You may submit a new application.
We would like to terminate a contract we have already signed. How can we do this?
You should contact the non-formal education provider and request that the existing contract be terminated.
If we terminate the contract, will we no longer be able to use the educational voucher?
When a contract for funding a non-formal children’s education programme through the educational voucher is terminated, the funds allocated to that voucher become available again. If sufficient funds remain in the municipality to finance educational vouchers, a new contrcat may be concluded to fund participation in a non-formal children’s education programme. Please note that terminating the contract does not automatically entitle the same child to receive the released educational voucher. Vouchers are allocated in accordance with the established procedure and priority criteria, so a released voucher may not necessarily be allocated to the same child based on those priorities.
