General Questions

How can a foreign national submit an application?

Applications are submitted through CPIS in accordance with the general procedure. Please see the application submission instructions.

Who determines the admission procedure to educational institutions?
The admission procedure for state and municipal general education and pre-school education institutions is determined by municipal councils or by the Ministry of Education, Science and Sport.
Private schools determine their own admission conditions.
From what age are children admitted to pre-school education institutions?

Children are admitted to pre-school education institutions from birth up to the age of 6 (in exceptional cases, up to the age of 5). They may attend pre-school education until they start attending a pre-primary education group.

How are applications submitted to attend pre-school education institutions?

Applications for admission to general education institutions are submitted in accordance with the procedure established by the municipality.

In municipalities that are using CPIS, applications are submitted centrally through the CPIS system (you can log in here). In municipalities that do not yet use CPIS, applications are submitted according to the procedure set by the respective municipality.

You can check whether your municipality already uses CPIS here, or enquire directly with your municipal administration

Can a child attend a pre-school education institution that is not assigned to them according to their declared place of residence?

Yes, a child may attend such an institution if the pre-school education provider permits it. You should enquire about this with your municipality.

Is it possible to submit a paper application at the educational institution?
Applications are submitted electronically through CPIS.
Please note that applications can only be submitted to educational institutions in municipalities that are already using CPIS.
If your municipality is not yet using CPIS, please follow the procedure established by your municipality.
How will we know whether a child has been assigned a place in a preschool education institution?

Parents/guardians will be informed about received invitations to attend by email, and after logging into CPIS they will be able to see the submitted application status indicating whether the child has been admitted to a preschool education institution.

For Those Returning from Abroad

Where can I get more information if I plan to return from abroad?

You can find essential information for those returning from abroad here. Please visit the “Education” section.

How can re-emigrants planning to return to Lithuania register their children for schools if their place of residence has not yet been registered?

You can fill out and submit the application form while declaring your place of residence. You will need to confirm the application details again once the declaration of residence is complete.

Are any exceptions applied to re-emigrants when submitting applications to pre-school education institutions?

Exceptions do not apply, unless you meet the priority criteria established by your municipality, as specified in the procedural guidelines. Please visit your municipality’s website.

Submitting Applications and Required Documents

Who reviews my application?

Applications are reviewed by educational institutions, and in some cases by municipal representatives.
During the review process, an application may have different statuses. If an application is returned for clarification (status – Awaiting clarification), the reviewing institution will indicate in a comment what additional or missing information needs to be provided.
Other possible application statuses include: Under review, Rejected, or Approved. For questions regarding clarification, required information, or the status of your application, we recommend contacting the institution that reviewed the application first.

Why might an approved application be returned for clarification?
Such a situation may occur when updated information is received from the registries, requiring corrections to the data provided in the application or changes to the selected preferences.
Important: After making corrections or changes to the information in your application, you must resubmit the application – that is, go through all the steps of the application again.
How many preferences can be indicated when submitting an application to attend a pre-school education institution?

Educational institution owners may set the number of preferences at up to five. For additional information, we recommend contacting your municipal representatives or reviewing your municipality’s procedural guidelines.

What documents need to be submitted when completing an application in CPIS?

Usually, no additional documents are required if all necessary information can be obtained from state registers. Documents may only be required if the educational institution specifically requests them, or if certain data is not available in the registers – for example, the declared place of residence or details confirming priority criteria.

If a general education institution has multiple departments, can you indicate in the system which one you prefer to attend?

Yes, an application can be submitted to departments if admissions are currently open. When submitting the application, you can filter the institutions you are interested in.

Does the order of educational institutions listed in the application affect admission?

Yes, an application for admission to a higher-priority educational institution is considered before applications to lower-priority institutions listed in the application.

Can parents or guardians choose a teacher when submitting an application?

It is not possible to choose a teacher through the application. However, you can leave a comment indicating your preferences. If you have preferences regarding teachers, you should contact the desired institution or the institution’s administration directly.

We submitted an application for the 2027–2028 academic year, but we would like to submit it for the 2026–2027 academic year to the same institutions. Do we need to submit a new application?

Yes, you must submit a new application for the desired academic year.

What does the application status APPROVED mean?
The application status Approved means your application has been successfully submitted and meets the eligibility requirements.
This indicates it is included in the selection process but does not yet reflect the final admission decision.
Can I edit the submitted application?

While the submission and editing of applications are ongoing, you can edit your applications by logging into the CPIS information system.

What should we do if the contact details and/or personal data provided in the application have changed?

If the contract has not yet been signed, you can update your information by logging into your account.

Queues and Priority Criteria

What grants priority when admitting a child to a pre-school education institution?

The order of priority (priority criteria) may vary depending on the municipality, therefore it is advisable to check the specific procedural guidelines on your municipality’s website.

When and where will the information regarding a child’s school admission be published?

Students are admitted to education institutions according to the approved admission plan. Parents or guardians will be notified about received invitations by email. By logging into the CPIS system, they can view the status of the application, which indicates whether the student has been admitted to the selected educational institutions.

Will a child be removed from the waiting list if they are currently attending a private pre-school education institution?

The child will not be removed from the waiting list.

Contract Signing and Termination

How can I sign a contract with a pre-school education institution?

A contract with the educational institution can be signed:

– Electronically, if you submitted the application via the e-Government Gateway.
– In person, by visiting the institution and signing the contract by hand (during the institution’s working hours, after receiving an invitation to conclude the contract with the educational institution).

We want to terminate the contract. How can we do this?

You must contact the educational institution, which will provide you with further information.

What will happen if I fail to sign the contract with the education institution on time?

If the contract is not signed within the established term, it will be considered that the place is declined, and it may be offered to another child.
