When does the admission to vocational training programmes take place?

Exact admission dates are approved annually by the Minister of Education, Science, and Sport. The admission process consists of:

  • Main admission (winter and summer phases)
  • Additional admission (at the end of summer)
  • Filling vacant spots after the start of the vocational training process (in September-October).

Do vocational training institutions in Lithuania offer programmes in languages other than Lithuanian?

Typically, the programmes are conducted in the national language (Lithuanian). However, for more details you can contact a vocational training institution that you are interested in directly.

What is the minimum age requirement to apply to a vocational education and training school?

The minimum age to study at a vocational training school is at least 14 years old on admission. Persons under 16 years of age may only study in vocational training programmes that are conducted together with a general education programme.

What level of qualification can I obtain?

Formal vocational education programmes provide qualifications classified under levels II–V of the Lithuanian qualifications framework.

What is the difference between initial and continuing vocational education and training?

Initial vocational education and training (IVET) offers learners opportunities to acquire the first qualification. Together with a qualification, learners can obtain lower secondary education or upper secondary education.

Continuing vocational education and training (CVET) is designed for learners who already have a qualification or higher education, as well as for those who seek to improve a qualification they already have or want to acquire a new vocational education qualification.

Who are initial vocational training programmes intended for?

Initial vocational education and training programmes are intended for individuals who:

  • Have completed upper-secondary education and seek to obtain their first qualification.
  • Have completed lower-secondary education and seek to acquire a qualification while also obtaining upper-secondary education.
  • Have completed lower-secondary education and seek to obtain their first qualification.
  • Have not completed lower-secondary education (aged 14 or older, with individuals under 16 required to also study under the lower-secondary education programme).
  • Have special educational needs and have completed an individualised lower-secondary education programme, a social skills development programme, or an adapted lower-secondary or upper-secondary education programme.
What programmes and funding am I eligible to apply for?

According to the Law on Vocational Education and Training (Profesinio mokymo įstatymas), a person may acquire no more than two qualifications funded by the state (including both vocational and higher education qualifications).

Possible cases:

  • I have a bachelor’s degree:
    You can apply for state-funded initial and continuing vocational training programmes.
  • I obtained bachelor’s and master’s degrees with state funding:
    You can apply for state-unfunded initial and continuing vocational training programmes.
  • I obtained bachelor’s and master’s degrees at my own expense:
    You can apply for state-funded vocational training programmes.
  • I have obtained a vocational qualification:
    • Those who have acquired one vocational qualification can apply for state-funded continuing vocational training programmes and state-unfunded initial vocational training programmes.
    • Those who have acquired two or more vocational qualifications can only apply for state-unfunded vocational training programmes.

Exception: A third qualification may be funded by the state only if the first two were obtained at school – one alongside the general education programme, and the other alongside the upper-secondary education programme.

Note: When applying to higher education study programmes (in colleges and universities), the Law on Science and Studies applies (Mokslo ir studijų įstatymas) – qualifications acquired during vocational training are not taken into account when assessing eligibility for a state-funded study place.

Are training programmes funded by the Lithuanian Employment Service considered a state-funded qualification?

Training funded by the Lithuanian Employment Service (Užimtumo tarnyba) is covered by state funds. Therefore, upon completing this training, you will have used one state-funded qualification opportunity.

How is the applicant ranking established for admission to vocational training institutions?

The competitive score of an applicant is determined by their academic achievements, which include the grades of all subjects recorded in the relevant programme’s certification document. For programmes requiring upper-secondary education, it also includes the recalculated average of the final examination grades. When calculating the competitive score, a coefficient of 1.2 is applied to the school final examination grade, and a coefficient of 2 is applied to the state final examination grade.

What criteria will determine the priority for applicants to the programme if their number exceeds the planned admission capacity?

Starting from January 1, 2024, with the implementation of the amended V-373 law on vocational education, state-funded places will be allocated to specific educational areas by region, but they will not be distributed among vocational education institutions or their programmes. The competition will be conducted using a stable allocation algorithm, ensuring that state funding is awarded to applicants who are highest in the competitive ranking within that educational area. Submitting Applications and Required Documents

I want to study at a vocational education and training institution. How do I fill out the application for a vocational training programme or module?

Applications are filled out through the CPIS information system.

Do I have to upload documents proving my education to the Centralised Information System for admission to educational programmes (CPIS)?

Yes, you must provide documents proving your acquired education. According to V-373, the educational institution you selected as your first priority evaluates the applicant’s suitability to study in the chosen vocational education program. We recommend uploading all documents that confirm your formal education. These documents will assist the vocational education institution in assessing your suitability for the chosen programme.

If you obtained your education after 2010, the vocational education institution will automatically receive information about your education from the registers. However, when filling out your application to study at a vocational education institution, in the EDUCATION section, make sure your data is accurate. If you notice discrepancies, refer to the answer to the question “What should I do if there is no information about my education in the registers or if it is incorrect?“.

If you obtained your education before 2010, you can contact the educational institution where you completed your education to have this information entered into the registers. You can also upload copies or photos of your educational documents to the CPIS information system yourself by following the provided instructions (link). The documents you submit will be reviewed by the vocational education institution you selected as your first priority.

What should I do if the information about my education in the registers is missing or incorrect?
  • If you do not see information about your acquired education in the CPIS information system, you can upload copies or photos of your educational documents yourself by following the provided instructions. The documents you submit will be reviewed by the educational institution you selected as your first priority.
  • If you notice that the information about your acquired education is incorrect, contact the educational institution where you obtained it to request corrections and updates. The educational institution typically resolves or updates the information within 3–5 business days, depending on the nature of the issue, and forwards it to the relevant register. Data received from registers in the CPIS information system are automatically updated each time a user logs into the system, but no more than once every 24 hours. It is important to note that only the educational institution where the education was obtained or the register can correct inaccurate data about your acquired education. Users can only edit their contact details, such as phone numbers and email addresses, independently.

How many vocational education and training programmes can be included in the application?

During the main and additional admission periods, you can include up to 3 preferences in your application.

Please note that due to competition or a low number of applicants for the chosen programme, you may not receive an invitation, so it is recommended to select at least two programmes.

Why cannot I see the programme I am interested in while filling out the application, even though it is on the list?

In the public programme list, you will find all licensed vocational training programmes, but not all of them are offered every year. Therefore, when filling out the application, refer only to the programme list available in the CPIS information system.

Does the order of vocational education institutions listed in the application affect the admission process?

Yes, applications for higher-priority vocational education institutions are reviewed before those for lower-priority institutions listed in the application. It is important to note that you can receive only one invitation to study under a vocational education programme, so make sure to prioritise your preferences accordingly.

Does the time of application submission affect priority when being admitted to vocational education institutions?

Applications are submitted on the specified dates (2025 admission dates), and this generally does not affect priority for admission to vocational education programmes. The time of submission may only matter in cases where multiple applicants have the same competitive score. In such cases, priority will be given to the one who submitted their application earlier.

Can I edit the submitted application?

While the submission and editing of applications are ongoing, you can edit your applications by logging into the CPIS information system.

How can I update my contact information in the CPIS information system?

Once logged into the system, you can edit your email and phone number details by clicking the pencil icon in your profile. It is important to note that changing the contact email does not change the email address you use to log in to the system.

Where can I check the status of my application? What do the statuses ‘Approved,’ ‘Pending Clarification,’ and ‘Rejected’ mean?

You can review your applications in the Centralised Information System for Admission to Educational Programmes (CPIS) under the OVERVIEW and APPLICATIONS sections.

  • Application status APPROVED:
    Your application meets the requirements; please wait for the queue calculation.
  • Application status PENDING CLARIFICATION:
    The vocational training institution has reviewed your application but found missing information. The comment indicates which details need to be clarified.
  • Application status REJECTED:
    The vocational training institution has rejected your application. If admissions are still ongoing, you can modify your application and apply to another vocational training institution and/or programme.

What will happen if I decline the invitation to study?

You can receive only one invitation, so if you decline it, you will lose the opportunity to study under the vocational education programme.

Entrance Tests

Will I have to take an entrance test?

The need for additional assessment of an applicant’s suitability to study a particular programme is determined, and the coordination of test preparation is managed by the Qualifications and Vocational Education and Training Development Centre. The tests are prepared by vocational training institutions that have planned to use them and have received approval from the Qualifications and Vocational Education and Training Development Centre, according to the V-373.

The entrance test is required for the following training programmes:

  • .NET Developer Modular Vocational Training Programme (P43061301, T43061304);
  • Java Developer Modular Vocational Training Programme (P42061301, P43061302, T43061305);
  • PHP Developer Modular Vocational Training Programme (P42061302, P43061304, T43061307);
  • JavaScript Developer Modular Vocational Training Programme (P42061303, P43061303, T43061306);
  • Software Tester Modular Vocational Training Programme (P43061305, T43061308).
What is the process for taking entrance tests?

An applicant for vocational education and training programmes that require an entrance test may choose (include in their application) the time and date for taking the entrance test no later than 24 hours before the latest date specified in the test schedule.

It is important to note that due to the entrance test procedure, admission to these programmes is shorter (the last test date is 5 days before the general application deadline) compared to vocational education programmes that do not require an entrance test.

I submitted an application to study in two identical programmes that require taking an entrance test. The programmes are conducted at different vocational training institutions. Will I have to take the test twice?

When the selected programme requires additional assessment of the applicant’s suitability, a test is organised to determine the applicant’s specific abilities, specific knowledge, general or other competencies necessary for the profession. The applicant’s suitability for the programme, based on the test results, is recognised by all vocational training institutions that offer the corresponding programme.

When and how will I be able to find out my entrance test results?

The vocational training institution that conducted the entrance test will enter the test results into the Centralised Information System for Admission to Educational Programmes (CPIS) within three business days of the test date. The test results will be available in the CPIS system, and the applicant will also be notified about them via email.

For Those Who Have Obtained Education Abroad or Through International Programmes

I obtained my education abroad. What documents do I need to submit?

I obtained my lower-secondary education in institutions of foreign countries:

  • In the CPIS information system, when filling out the application to study in a vocational education programme, please upload copies or photos of your lower-secondary education documents. The academic recognition of these documents will be carried out by the vocational education institution you selected as your first priority.

I obtained my upper-secondary education in institutions of foreign countries:

  • Contact the Study Quality Assessment Centre (SKVC) for academic recognition of your qualification.
  • In the CPIS information system, when filling out the application to study in a vocational education programme, please upload copies and/or photos of your upper-secondary education documents and attach the certificate obtained from SKVC.
Can I apply for a state-funded place if I obtained my education from foreign institutions or through international organisations’ educational programmes?

The right to state-funded places is granted to:

  • Individuals with a permanent residence permit in the Republic of Lithuania.
  • Individuals with a temporary residence permit in the Republic of Lithuania on the basis of temporary protection.

In all other cases, individuals who have obtained their education in foreign institutions or under the education programmes of international organisations can only apply for state-unfunded places.

Signing a Study Contract

I received an invitation to study. What should I do?

You can accept the invitation to study by logging in to the CPIS information system and clicking the ACCEPT INVITATION button. If you do not accept the invitation, you will not lose your place – even without confirming it, the system will still generate a study agreement. The place is considered secured only if the agreement is signed on time.

How can I sign a study contract with a vocational education and training institution?

A contract with a vocational education and training institution can be signed:

  • by logging in via the Electronic Government Gateway portal (when the system is accessed in this way by the child’s legal representative or by the applicant themselves if they are 18 years of age or older), or

  • by visiting the vocational education and training institution in person (if the applicant is aged 14–17 and prefers this option, they must bring a written consent from their parents in addition to the other required documents).
